Water on the floor is enough reason to ask for help. You do not need to identify the failed part before calling. Start with the room, whether water is still moving, and anything that makes the area unsafe. A pipe spraying inside a cabinet needs a different response from an old, dry ceiling stain.
If water is near electrical equipment, a ceiling is sagging, or you cannot approach the leak without entering standing water, stay clear. Use emergency services for immediate danger. Describe the water you can actually see
A useful first description might be: water is dripping from the cold supply connection under the kitchen sink, and the cabinet floor is wet. If that is all you can see, stop there. Calling the problem a burst pipe when the pipe is hidden can send the conversation in the wrong direction.
Notice whether the wet area grows while the fixture is unused, only during draining, or after an appliance runs. Do not turn equipment back on to reproduce a leak that has already caused damage. An observation from the first incident is valuable even when you cannot repeat it. Record the approximate time you found the water and when the room was last known to be dry.
For a ceiling leak, mention the rooms above, but do not decide that the upstairs bathroom must be the source. Water can travel before it appears. Keep the wet footprint separate from the repair

Is the leak inside the house or on the supply route?
